About Blog base URL
The Blog base URL is the URL / web sight link to for the college Blog server, if you edit it then you'll brake your blog.
Over view:
Stage 1: Going to our blog properties
The first thing will do is to goto our blog properties where we can view where our Blog base URL can be found. So after logging into our blog goto Weblog Settings > Properties.

Stage 2: Finding blog base URL dialog box
If we look down the blog properties page, you'll find the Blog base URL dialog boxes under the General settings. You sould see the something like this:
